What It Is

Target CPA is a Google Ads automated bid strategy that aims for a specific average cost per conversion. You set a dollar target (for example, $75 per lead), and Google’s bidding system raises or lowers your bid on each individual auction in real time to hit that average across the campaign.

Formula

CPA = Total Ad Spend / Total Conversions

Target CPA is the goal value you set for that CPA equation. The system then tries to deliver conversions whose actual CPA averages out to your target.

Why It Matters

For a local service business, Target CPA is one of the cleanest ways to stop bleeding money on Google Ads. Instead of guessing what to bid per click and hoping enough turn into leads, you tell the system what a lead is worth. If you can profitably acquire a customer at $90 and your average customer is worth $600, a target of $90 lines up. Google then prioritizes the auctions, devices, locations, and times of day most likely to convert at or below that number.

Common Misconception

That Target CPA guarantees a CPA. It does not. It is an average target the system aims at, not a hard cap. Some weeks you will pay $120 per lead, other weeks $60. Target CPA also needs real conversion data to work. With fewer than 15 to 30 conversions in the last 30 days, the system has nothing to learn from, and tCPA will underperform Maximize Conversions or manual bidding.

How do I set my Target CPA?

Start with your campaign’s actual CPA. If you have been getting leads at an average of $85, set the target at $85 first. Once the system has stable data, tighten by 10 to 15 percent every few weeks.

Why did my CPA go above my target after I set it?

Setting a target far below the campaign’s natural CPA forces the system to choke off impressions. Volume drops, the learning resets, and your CPA can briefly spike. Move targets in small increments, not big jumps.

Should I use Target CPA from day one of a new campaign?

No. Start with Maximize Conversions until you have 15 to 30 conversions in the account. Once the system has enough data to learn from, switch to Target CPA.
